Congress legislated the amount of water you can use to flush your toilet, limiting toilet manufacturers to 1.6 gallons per flush (GPF) from 3.2 GPF. When they first limited toilets to 1.6 gallons, toilet technology was sorta stuck because plumbers went from thinking about how to improve the conventional toilet to how to install the low flow toilet.
